First off, how do we know this is Hayden Panettiere? Next, it may be that she was just sitting on something with a bumpy texture, like a car seat, prior to the picture being taken. Lastly, that looks like fluorescent light she is under, so it will make unnatural-looking shadows. Therefore, due to these factors as well as this being a poor-quality photo, the observation is made unconvincing.
