They have the suspect’s name in the mass casualty event. His name is Thomas Marr. He was a little boy when Sergeant Voight brought him out of the fire. Marr’s whole family died in that fire. It was known as the Heart of the Chicago Fire. This year marks its twenty-fifth anniversary. Its why Marr was doing all of this. He wanted revenge because something about the fire wasn’t kosher. What did he find out? Voight was keeping secrets as usual. He and Chief Pascal weren’t talking. Halstead knew Voight well enough to know when he’s sitting on something big.

Halstead tried to bring it up with Upton. Only she said they weren’t partners anymore. Its best they don’t look back. She wanted to focus on finding Marr. Marr had a foster mom who fought for him after he got arrested at sixteen. The same woman posted online a few weeks back how grateful she was that she never lost contact with any of her fosters. They later contacted the woman. She told them that Marr had been through so much in the foster care system. Voight told her that it didn’t excuse him killing nearly two hundred people. This included children.

Marr may be a monster. Its just that he’s one of their own making. Voight carried Marr out of the building of that fire. He risked his life doing so when he could have left. When now he wishes he had left him. Marr was too broken. He doesn’t have a record past the assault at sixteen. They had an outdated photo of him at the time. He mostly works as a day trader and cyber consultant. They had an address. Voight wanted to handle it personally. The FBI pushed it to their way. They sent in Upton and the building was rigged to blow.

Voight and Halstead made sure the building was cleared after it blew. They got Upton out of there. The police wanted to rush back inside to find any computer evidence left and again Agent Conway stopped them. He said now he wants to wait until the firefighters clear the building. Chief Pascal took the call. He didn’t wait for the building to be cleared. He gathered equipment. He went up there alone. He didn’t bring any of his firefighters because he didn’t want to put them at risk, but he has nothing to lose. His wife was gone. His friends were getting pushed out or dying.

Pascal being a loose canon came in handy. He found something. He snuck it out in his pocket because he wanted Voight to have it. Not the FBI. It all came down to the secret. The FBI arrested Pascal and he made sure they didn’t get his jacket. Voight checked the hard drive that showed Marr knew what caused the fire. He’s been talking to a journalist at a newspaper about it. They’ve been exchanging emails. Marr found out that his family died from negligence from the police working with the firefighters.

Only then did Voight come clean with the whole story. Voight said there was a meth lab in the building. He had the evidence and he had the warrant. He wanted the players as well. He sat on the building. He was waiting for them to show up when he ran into Pascal and another firefighter named Cranston. The apartment building was due to be inspected by them in the next few days. Voight got them to push it back by two days. He believed at the time that it would be enough for him to make an arrests. No one counted on the building going up in flames the next day.

Voight waiting outside was the reason he was the first to enter the building. Marr now knows the truth about what happened. He knew that fire was preventable. He wanted to take them all down. Voight originally thought he wanted to do it via the journalist. They had to trade info with her to get to say where she met Marr. Marr was staying at a friend’s apartment. The friend was Fletch Cousins. He had a record a known meth cook. They found Cousins at his apartment. They asked him what chemical he gave Marr.

Cousins said the only thing he gave him was something to cause a heart attack in high enough dosage. That’s when Voight realized who was the target. Cranston had died from a heart attack. He had no history of heart problems. Marr killed him to force a bunch of first responders together at his funeral. The same funeral that Voight had planned on attending until the mass casualty from earlier. Marr was even a guest speaker. He intended to detonate the chemical bomb in the middle of his speech and Voight stopped him.

Voight tried to get him to turn himself in. Marr refused. He wanted everyone to know the truth and he wanted them to die like his family did. Upton tackled him. Halstead got his hands on his detonator. Voight was forced to kill Marr when he pulled out a gun. They saved the day, but at what cost? Voight might face some blowback from this. It technically didn’t matter that the fire investigation was ruled inconclusive. Voight will still blame himself for what happened. His only excuse was that he was young and thought he knew everything. And he was wrong.

Halstead also apologized to Upton for how things ended. She apologized too. They then grabbed a drink as their way of finally saying goodbye to each other. The hospital was able to cure everyone thanks to them saving the cannister. Dr. Asher’s baby was going to be fine. She got stressed by the situation and that’s why her baby’s levels were all over the place. Dr. Archer apologized to her too for scaring her.
