Chicago PD begins tonight with some of the team attending an event held for congressman Scott Graynor (Scott Bryce), who talks about running for re-election and how CPD is under fire and insisting on supporting them, rather than attacking them because they are the best in the business. He acknowledges Sgt Hank Voight (Jason Beghe) whom he worked side-by-side with for years when he was a prosecutor. Everyone raises a glass as he says the CPD will continue to be the city’s saving grace! Kim Burgess (Marina Squerciati) smiles at Hank as he raises his glass.

The following day, Jay Halstead (Jesse Lee Soffer) gives Hank a heads up that IAD called him regarding the fight at the bar; Voight reminds him to keep it simple, and he was simply defending himself. Hailey Upton (Tracy Spiridakos) approaches Jay, who wants to double check if she said anything about the fight. She suggests again that he should speak to someone; he insists the only thing was that they saved a kid’s life. He appreciates her looking out for him but doesn’t need a babysitter.

Voight arrives on the scene, where he finds a deceased girl laying through a plate glass window, a 9mm gun on the floor and the male guest is none other than Congressman Scott Graynor, who swears he didn’t do it. Back at the precinct, Hailey says the victim is a Jane Doe, no prints in the system and she had a fake driver’s license; the serial numbers were wiped off the gun and the only prints on the gun matched Graynor’s. There were no shell casings found and 2 shots were fired but the victim was only shot once; Voight tells them to check ballistics to see if it connects to another crime.

Voight interrogates Graynor, who swears he has never cheated on his wife before and has never blacked out before, so the only way this could have happened is this girl drugged him. Voight says this is one hell of a theory as Alvin Olinsky (Elias Koteas) asks him who would want to set him up. He says there are too many people to count. Voight wants to keep him in custody a while longer but his lawyer objects; Graynor trusts Sgt. Voight, saying he has nothing to hide but only asks to keep this out of the press. Voight says he will try but if the evidence goes against him, all bets are off.

The hotel manager is showing Adam Rusek (Patrick John Flueger) and Kevin Atwater (LaRoyce Hawkins) the footage, that suddenly cuts out when Graynor staggers to the elevator with Jane Doe and comes back online the same time Jane Doe was murdered. They go to visit the guy, Luke, who was working security the previous night. Luke isn’t very helpful, saying plenty of people have access to the room and he was busy watching a fight in another room.

Voight goes to visit Ray who gives him the name Bill Mahoney, who would be at the top of Graynor’s enemy list. The ME reports Jane Doe died from exsanguination from the bullet in her chest, but there was no evidence of sexual activity, but she did find a microchip in her upper arm. Graynor was right, he was drugged, but the killing still doesn’t make sense because it was premeditated and someone in that state of mind couldn’t do it.

Antonio Dawson (Jon Seda) and Burgess go to see Mahoney, who learns his name was brought up as a person of interest in a homicide. He says he was at the hospital, where his sister had a baby and his alibi checks out; which Antonio feels it brings them back to Graynor. Burgess says whether they agree with his politics or not, he is pretty clean, married 17 years and two kids. Hailey informs them that the gun turned up in another shooting, the woman is in stable condition and just out of surgery.

Voight and Olinsky go to see her, learning she is in her mid-30s and her name is Irina Petrova (Ana Alexander) and keeps asking about her daughter. When she shows them the photo of her, they realize that their “Jane Doe” is her daughter, Sasha and deliver the bad news to her. Irina thinks she knows who the man is who killed her, saying she hadn’t heard from her daughter in 3 months and that this man took her hostage and took her passport and she came here to get her herself. She is certain she can identify the man who shot her. She says he was younger, bald and Ukranian.

Jay calls the IU into the room, saying he found something on video, showing that the man tried to kill the mom first, then went to take out Sasha at the hotel. Voight wants them to send the photo out to find their bald “friend”; Hailey says she spoke to robbery/homicide saying there is a ring of Eastern European who are not using hookers but they are identity thieves, who target wealthy men; the scam is run by the Odessa mob.

They quickly learn that all Graynor’s credit cards have been maxed out in a village in Eastern Europe; Voight goes to see Graynor and says they have a solid lead and know he is not responsible for what happened to the young lady. He assures him no one knows about this and leads him to a back alley to his lawyer.

Kim Burgess meets with her boyfriend, Matt Miller (Zach Appelman), and informs him of the case they are working on. He hesitates and tells her he can’t answer whether he recognizes him because he is a person of interest in a case they are investigating. He says he needs to talk to a few people and she needs to talk to Voight, and together they will all figure out the best way to move forward; Kim is upset feeling they should all be on the same team. He reiterates that she needs to talk to Voight and he is doing this to protect both of them.

Voight is upset that Kim went to her boyfriend, saying he doesn’t care who she sleeps with but he gives a damn who she shares her information with because the feds only help the feds. Rusek comes in, saying he found video footage of earlier on showing the security guy, Luke meeting with the bald guy. Voight tells him to get his lying ass in there NOW! Rusek and Atwater arrive at Luke’s house, where the front door is open but loud music is playing, They come in and find Luke shot dead, sitting in front of his TV set, gunshot through the back of his head.

Voight tells Rusek and Atwater he has a meeting with the FBI as he looks at his phone; both look at him confused that the FBI would be helping. Matt and his boss, Brian Macklin (Ty Jones) are very tight-lipped, refusing to divulge any information to Voight or Burgess, saying they have been investigating these guys for 2 years and don’t want to spook these guys now; Voight says they have two dead people and a mother who won’t care about their RICO case. Voight shakes their hand, saying they win when they ask him to sit on his hands and leaves.

Outside, Voight orders Burgess to get Antonio to get the photo circulating of Sasha and the suspect, now that they know he is part of the Odessa mob. He tells her to keep her mouth shut around Matt and if they can make a murder case, they always do. She goes to see Irina the video they have and she is able to identify the friend Sasha came to Chicago with; Kim promises they will continue to work the case. Sgt. Trudy Platt (Amy Morton) informs her team to get the photos out there of Olene; she also advises Kim to step away from the case if she wants to stay in the relationship with Matt.

Voight meets with Ray Price again, who reminds Voight that he owes him a favor still from the O’Grady case, the Irish cop who framed a young brother for his own suicide. He didn’t say a word but says he wants a photo of Graynor and the dead girl, whether he was a mark or not, he feels even the Pope couldn’t get out of that in the public’s eye. Voight walks away.

Voight shares his dilemma with Olinsky, they both like Graynor but feel that Ray Price could do a lot of damage if he isn’t bluffing. Hailey comes in saying a manager of the hotel called saying they just saw Olene go into an elevator with a middle-aged businessman. Antonio and Hailey get into the room, the man is out cold but Olene says she knows who the man is, but cannot say anything.

Hailey promises he won’t hurt another soul. She says his name is Yuri Remnoff (Josh Diogo) but she begins to freak saying that Alex (Ryan Czerwonko)will be back soon and doesn’t know where Yuri will be as the location is always different. Antonio and Hailey promise to follow her back, saying nothing will happen to her, she agrees. The entire IU is outside, watching as the girls are brought back to the truck because Yuri didn’t show up; Voight feels he was probably given a heads up by the Feds and wants to keep Olene in play for now. He orders Hailey and Antonio to stay with the driver and unless they are in danger, they cannot move in.

Back at the precinct, Voight snaps, shouting at Burgess that her boyfriend tipped Yuri off. He says they will flip Yuri to help their own case. He says she is the only one who can fix this mess but wants to know if she is with CPD or with them. She asks Voight what he needs her to do.

Outside, Rusek confronts Burgess, saying it is him, and she can be honest with him. She admits the case is falling apart and it is her fault. She likes Matt a lot but she doesn’t like Voight is making her choose them or him. He says the bottom line is she is one of the best people he has ever known and whatever she does will be the right thing and will be good enough. Kim meets with Matt and informs him that Voight doesn’t play well with others, revealing everything that Voight wants the IU to do. Matt says he appreciates her telling him, saying she did the right thing. Olinsky says Burgess is a pro as Matt doesn’t have a clue as Matt is dialing up a storm.

Voight informs the team that through a series of calls they found out Yuri’s hideout and it looks like he is there alone. Upton and Halstead are to stay at the flophouse where the girls are, and once they say they have Yuri they can get the girls and bust everyone else. Rusek talks to Kim, saying she made the right choice, even though she feels like she screwed him.

Before Kevin can even break in the door, Yuri fires a shot just missing Kim; the team gives chase. Kim chases him through narrow stairways and onto a subway platform. Rusek manages to shoot him and arrests him. Brian Macklin is furious with Voight, who says it wasn’t much of a conversation and more of a speech. Voight says they had reason to believe a murder suspect was about to flee so they moved in. Voight reminds him it is never a good idea to speak ill of the dead. Voight takes a call asking Brian if there is anything else he can do for him; Brian storms out.

Brian goes to see Ray Price, who says he likes Hank but tells him not to make him play hardball. Voight asks if that is a threat. Ray says he wouldn’t threaten him, but he intends to cash in on that favor. Voight says he intends to honor this but after this, they are not friends. Ray feels this is no different than any other deal. Voight leaves the bar, with a concerned look on his face. He looks at his phone and avoids a phone call from Congressman Graynor. Kim goes to see Matt at home, asking to give her a chance to explain; he slams the door in her face.

END!
