Whiskey Cavalier begins with Will Chase (Scott Foley) listening to very depressing music as he constantly breaks down crying. He wipes his tears as he gets a call from Ray Prince (Josh Hopkins) who says he is busy out saving the day. Will “Whiskey” takes a moment to absorb a lost memory and then asks Prince to give him the play on Stephen Conrad (Brian Caspe) who is their target. He has stolen ebola pathogen to sell.

Whiskey is set up for the takedown, but Prince tells him they need to abort as he is stuck in traffic thanks to a soccer match. He has no backup nor cash, but he doesn’t want to stand down; grabbing some flowers to put on a grave. The exchange goes wrong as the man with Dr. Conrad shoots him and takes off with the vial. Whiskey gives chase, even following him onto a boat off the bridge. He takes a woman hostage, removing the pathogen from its vial. Whiskey runs after him, but as the man gets hit by a car, he is able to jump and save the vial from smashing on the ground. He turns to see a proposal happening, making him tear up mid-mission. The man pulls his gun and shots Whiskey in the chest but he is wearing a bulletproof vest and kills the offender, complaining about how Paris is definitely not the city of love.

Ray tell Whiskey he should have listened to him as he confesses that he was leaving a girl’s apartment and got completely turned around, but it wasn’t worth Whiskey’s life. Will goes to the bathroom, calling Susan Samson (Ana Ortiz) who asks him to move back there. They talk about his ex, Susan says there are a lot of feelings there but he needs to take it one day at a time; promising they will eat ice cream on the phone together later. Their call is cut short as Alex Ollerman (Dylan Walsh) interrupts them.

In Ollerman’s office, he feels Will needs some time off and there are no private moments in the FBI. He knows it was a rough breakup as they all have the footage. Will chugs his drink as he is told he is a huge asset to the bureau but instead of benching him, he gives him the case of going after Edgar Standish (Tyler James Williams) who hacked the state department, stole classified information and was nabbed up by the Russians. His mission is to go to Moscow and retrieve him within 48 hours.

RUSSIA
Ray and Whiskey arrive at a bar where Will orders a drink and meets Frankie Trowbridge (Lauren Cohan) who joins him for the same drink. She says her name is Valerie Time and is there on a medical conference. He bores her with his sales pitch about sprinkler systems as she says she shouldn’t be out as she just broke up with her boyfriend. Will ignores Ray’s words and empathizes with her, giving her courage and saying she has her feelings but they don’t have her. The guys are walking Edgar out and she throws a bomb that blows out the windows. Whiskey attempts to leave but finds she handcuffed him to the bar, taking out her gun she takes off.

She shoots the men around Edgar as Whiskey says the target has been compromised. The sexy woman takes off with Edgar, but Will can’t take his car as they are about to tow it, so he steals the police car and gives chase. He shouts for her to pull over, but she smiles and says no. Frankie calls him relentless as he exits his car in front of her, saying he is Will Chase an FBI agent. She drives forward and hits him with it, saying she will take his gun and whoever is in his er. She stomps out the bud before taking off with Will tied up in the front. He learns she is a CIA agent, as he scoffs at her and they both argue who has the rights to Edgar. As they banter, Edgar comments on the sexual tension in the car.

Frankie introduces them both to Dimitri (Martin David), warning them not to do anything stupid as he is aching to shoot them. Edgar begs for Will to help him, but Frankie tells him if she lets Will go he is going to compromise her; everyone talks about how Will is sensitive over his heartbreak. Edgar refuses to give up his information because it is the only thing keeping him alive.

Will and Edgar are cut free as Dimitri takes Edgar away and tells Will to get dressed. A helicopter arrives as Frankie is sure it is over between the two of them, but Will breaks free from his restraints and grabs her while Dimitri bombs the chopper.

Will grabs the gun and shoots Dimitri repeatedly, he informs Frankie that this is an FBI operation now and takes her and Edgar to the car. Susan calls Ray wanting to know where Will is; she is an FBI profiler and knows he is a liar, saying if Will is in harm’s way she will come after him as she doesn’t really like him.

Frankie admits that Dimitri was a mercenary as Will is sorry about her boyfriend. She says you can’t hate a wolf for being a wolf when she learns he betrayed her when Edgar gave him bitcoin to give him over to the FBI. He feels it is sad that she doesn’t do emotional entrapments; she has studied his file and wouldn’t get suckered into paying off someone’s student loans. Will spots a wedding, coming up with the idea of them playing the newlywed game to get them through the checkpoint.

When she gains his trust, she slams on the brakes and smacks his head on the dashboard, placing him in the trunk with Edgar. Edgar managed to steal her handcuff keys but they are in his pocket, leaving Will to retrieve them. She cranks up the music and takes off to meets Jai Datta (Vir Das) the bartender, who chastises her as he gave her the perfect set up. She admits she may have messed up but at least she hasn’t lost the target.

Edgar complains that if he still does this, he ends up in supermax and Will ends up the hero but he always wanted to bet he hero; Will wonders if that is why he stole the data. Jai tells Frankie he loves her but there are just some battles she cannot win alone. He encourages her to stop pushing everyone away. He hands her a bag of weapons and other gear, but when she opens the trunk to give Will Food he jumps out and attacks her; after a physical fight, Will is able to put her in the trunk.

Will and Edgar travel on to Furth, Germany as Edgar reveals everything he was doing and how he saw patterns of corruption within the agency and someone among the good guys is working for the bad guys. On the train, he continues to explain that he was never going to sell the data, he was trying to protect it. They sit on the train when Will calls Susan saying he needs some information; who wants to know what has been going on; the call begins to break up as Susan says she wants the badass CIA agent as her new best friend and doesn’t believe he shook her. The call ends as Frankie sits down in front of them, asking if they missed her?

She reveals she found him as she had a micro tracker on him. Frankie has a gun held to Will when she begins to talk to Susan, both sharing their admiration for each other until Frankie reveals they have been made and there is a $200,000 bounty on their heads. They immediately get off the train in Lyon, France where they spot several hitters. Will and Frankie work together to get out of the station alive, but will and Edgar are stopped in a locker room, but together with Frankie, they are able to stop the three men.

Frankie calls for a taxi, but the driver shoots her. Will kills the driver as Frankie insists she is fine but he knows better. Will barges into Ray’s place, telling him to tie up Edgar, but their sexy British friend has lost a lot of blood. The good news is it is a through and through but Will says they cannot wait for a medic and needs to get in there to stop the infection from killing her. He tells her to start trusting people, or for now, just him as he’d hate to lose her when things just start to get interesting. Edgar passes out as Frankie screams. He promises it will heal up nicely but she is passed out.

Will asks if he is interrupting something as he spots two glasses on the floor. Gigi walks in and Will slugs him in the face, realizing Ray is with his ex-fiance. They have been together for 7 months and Will aggressively attacks him when he figures out Ray was with her when he got shot. Gigi attempts to jump in but Edgar chastises her for the 7 months. Alex Ollerman walks in, saying a lot has transpired since he disappeared in Moscow, but he is only there to take Edgar into custody and he knows the drive is in his tooth. When Edgar refuses, he pulls out his gun, pressing it to Edgar’s mouth he demands him to open it. Everyone squirms as he removes the tooth and Ollerman says he is feeling generous and will leave this out of the report. Will insists that since he is the agent he needs to bring in the suspect himself, which irks Ollerman as he wants to know why he always has to be a boy scout. He aims his gun at Will as Ray shields Gigi.

Will realizes it was Ollerman who has been selling the weapons overseas as it was Edgar who want4ed Ray to go to the buy, not Will. He says he keeps Ray around because he never checks the seals on the evidence locker, and that is why he kept the idiot around. He shoots Ray and the blast wakes up Frankie, who sees the gun pointing at Will. Will sees what she is doing, when she opens a tampon that is a bomb, it knocks Alex to the ground as Will checks on Frankie. Alex goes for his gun and Edgar kicks a knife to Will who throws it into Alex’s chest.

Back at the New York City field office of the FBI, the agents are welcomed home as officially none of this occurred. They are not sweeping it under the rug, and have a new assignment for them as Edgar is not in prison but hailed a hero. Susan welcomes Will home and thrilled to meet Frankie. They are getting on a plane with Jai and Edgar and are officially working as a team.
