It’s been hard on both Franks and Tish since the separation. They love each other. They want to be with each other, but Franks crossed a line that Tish couldn’t ignore or forgive. It all came back to what happened to her. She was sexually assaulted nearly a year ago. She’s done her best to heal. She moved on and Franks couldn’t. Franks wanted to find the man that hurt her. He wanted to punish him. He kept investigating long after Tish begged him not to. She told him that she couldn’t keep looking back with her life. And Franks pretended like he agreed when really he was still looking for her rapist.

Tish left because she knew Franks couldn’t move on with his life. Not like she did. She packed up her stuff and she went to go stay with her uncle. She knew she couldn’t stay there forever. She just wanted a place to heal from her loss. She ended her marriage and that was a loss. She was at her uncle’s. Franks was throwing himself into work. Franks never told his team that Tish left. They figured it out for themselves and they knew that things were different with this new case they caught.

They were called to the scene of a fire. Someone sexually assaulted Sergeant Joan Lewis. He killed her after the assault and then set her car on fire. It happened in a parking garage. Tish was assaulted in a parking garage. Tish’s license was taken by her assaulter as a trophy. They weren’t sure if the same was done for Joan. The fire melted her handbag. She might still have her license and it melted. It also might have been taken by the killer. Franks wasn’t sure and so he hid nothing from his team. He told them about Tish’s assault.

Franks told them that he thinks it was connected to the murder victim. He told them because he couldn’t be seen leading this investigation. It would be a conflict of interest. Franks handed over the case to Lala. She was the lead. He’ll still be supporting her from the sidelines. He also followed up with the FBI. The feds had a suspect. His name is Anthony Cook. He lived over a laundromat. The same one that Franks thought the rapist was using to find his victims. Cook was on the federal radar because he was accused of a sexual assault that ended up as a he said/she said.

Franks also knew the rapist has a type. He liked brunettes. They have to have long hair. His victims were also all petite. He’d steal their license to let them know he could find them at any time and so murder was an escalation. They also found Joan’s license. The evidence was piling up. It was saying that while Cook may have assaulted Tish and other women – he didn’t kill Joan. Joan was last seen getting into a car with Raymond Garcia. Garcia has a history of domestic violence. He could be their killer.

Franks didn’t want to accept that at first. This was the closest he ever came to finding Tish’s attacker. He couldn’t let Cook walk now that he knew it was him and he lashed out at the guy. He threatened him. Cook was cooperating up until that point. He stopped doing so after Franks had to be pulled away. Cook left and there was nothing Franks could do to stop him. He stayed at the office all night. His team soon found Garcia’s location and Franks had no other choice than to go with them.

Whether Franks liked it or not, he wasn’t going to let a man get away with murder. He went with his team to go arrest Garcia. Garcia wasn’t home when they arrived and he pulled up a little later in his car. The agents announced themselves to him. Garcia tried to drive away. They shot out his tires and arrested him. Garcia had a hunting knife on him. It was a match for Joan’s injuries. Garcia was their killer. He just wasn’t their serial rapist. Franks knew now that was Cook. And getting that name was going to pain him.

Not only will he never drop the case into Cook. He also got in trouble with Wheeler. The FBI Agent that Franks spoke to was Wheeler’s guy. His contact. His butt on the line if Franks torpedoes any case into Cook. Franks wasn’t going to let this one go. He was bound to do something stupid. It’s why Tish never told him that she went to the FBI. She identified her attacker. The FBI Agent never told Franks who the female victim in their case against Cook. It turns out it was Tish. Her case couldn’t be tried because of the lack of evidence. It didn’t matter she id him. She was told she wasn’t going to get justice.

This was the real reason why she tried to move on with her life. Now that she knows that Franks found the guy, Tish begged the FBI to take over. She didn’t want Franks getting hurt or losing his career over this. The tape of that conversation between Tish and the FBI was handed over to Lala. She knew she still should run point on the sexual assault case. She had everyone come in. They went digging through Cook’s life. They found out he has a mother staying at a senior home. Cook tried to burn his mother.

The mother had long dark hair. She flattened it with an iron to keep straight. Cook didn’t like it. He tried to destroy her hair and it wasn’t a one time incident. He tried to burn her several times. It got so bad that his mother said her husband walked away. Just so he wouldn’t deal with Cook. Cook also left his trophies in his mother’s room. Franks found them. It was enough to arrest Cook. Although it was an arrest for the FBI. They were the ones taking this to trial. They also called to inform Tish that they caught her attacker.

And that’s all Tish needed to hear before she could leave. She stayed at her uncle’s place because she was worried about Franks and wanted to be there if he unraveled. Things were different now because Franks could put this behind now. He had his answers. He gave Tish justice. So now was the time for Tish to take off. She needed to find herself and maybe she’ll come back or maybe she won’t.

Franks can always join Gibbs at the veteran support group if things get dark for him.
