Sheriff Jude Ellis is in yoga. A fellow officer comes in to get him. They found a body on the beach. They leave together. They arrive at the beach to find a man washed up on shore, then a little girl. Jude looks out into the ocean. There is more. Jude and the officer call in help. Night comes as they continue to pull dozens of people out of the water.

Jude meets with an agent placed on the case. They cannot figure out where all of these people came from. She thinks they are refugees looking for asylum. They head into a medical tent. Inside, Jude talks to a little girl. She tells him she is running from the war with her mom. Jude is confused. A male survivor next to them explains that the war hasn’t happened yet here. The agent pulls him aside the next day. He talks about a time machine and a corrupt government. They are not sure what to think.

The sheriff meets with the agent. He is trying to send his coroner to see the bodies. She tells him he is off the case and he is not allowed to talk to anyone about it.

The sheriff moves a mattress into the bedroom of his new house for his son Oliver. The agent calls. She wants him to stay mum. She knows he moved here for a calm, quieter life. If he wants to keep it that way he needs to trust her.

The sheriff holds a press conference. He is evasive, calling the investigation on going. Locals watch at a bar as he announces numerous deaths, hiding the fact that 400 people drowned.

A survivor named Caleb sits down with the agent. He would like to know what they plan to do with all of them. She talks about housing and her own experience as an immigrant. Caleb leaves and Thomas another survivor comes in. He would like to talk to the president. She tells him she is in charge. But if he can tell her a little bit of what it is about she can relay the message. Thomas tells her they are not the first ones to come her.

Taken by gunpoint by a mysterious brunette, Jude brings her to a warehouse where they find dozens of bodies in bags lined up across the large floor. She asked where the rest of the bodies are. Jude tells her that this is all of the dead. The lights turn on. Agents come running in. The sheriff grabs the gun from her. She is trapped. She pauses before taking down all three of them before jumping out a window with what looks like superhero strength.

The survivors are on a bus traveling to their new homes. Meanwhile, the mysterious brunette is looking out over the pier. A man comes up to her and tries to rob her. Minutes later he is being rolled away on a stretcher.

The survivors get off the bus. They are given their housing assignments.

Thomas meets with an agent outside. He cannot see his face. He tells the agent how they are not the first. The man walks into the light. Thomas is surprised. He asks him how long he has been here for.

The mysterious brunette makes her way into Jude’s house with a gun. He’s quicker, moving from the kitchen table and drawing a gun on her from behind. He tells her to drop it. She does. She tells him her name is Reece and she is looking for her daughter. He tells her to start from the beginning.

THE END!
